I managed to get this to work this morning.
It is fairly simple to put the data in, there is an example and you pretty much just follow that but using DISPOSAL instead of RETURN as the RemovalDispostion.
You then have to convert the spreadsheet to a Tab Delimited Text file once you have done that.
I made a mistake in that I set the removal order id to be long (it has to be 10 characters or less). If you make a mistake it doesn’t seem to allow you to use the same file name again so you have to rename your file.
There isn’t much to see once I have taken out all my personal details but here is the template I used before converting it to a Tab Delimited File

I got the 0.01 euro charge in Germany as well today. I do seller FBA outside of the UK
Apparently one of my returns from Ireland was sent back to Poland…
Seller support have been helpful in that they are telling me to create a removal order which I can’t do…now trying to find out how to get it destroyed.

On the terms and conditions for export it says that it doesn’t cause you to need to register for vat, guessing if amazon have randomly sent an item to Germany its probably the same terms

your 0.01 euros storage, probably comes from the above transaction (hunt through and find that key phrase on FBA orders) or another quirk of shoppers entering non-uk addresses into the .co.uk - so yes its possible an item ended up in an EU fulfilment area for a total of 1 day for it to be packed.
recently its been happening with Ireland & norway has been FBA’d with VAT taken automatically via amazon - are we having brexit fun yet, slamming a 1,246 page document for The_little_shop to read

I got the similar situation, I have some outstanding amount that I need to pay which is around 5.50 Euro to DE site but every time I try to make payment it says “Amount entered is below the minimum charge amount.” Minimum Charge Amount: €10.00 and said ok I will pay minimum charge amount but this time it says “Invalid amount.” any solution?

We had similar a few months ago - items sold via FBA to ROI and returned and stored in POLAND (you couldn’t make it up)

Takes you to a page that will allow you to create a file for Removal to address in same country or DISPOSE OF. Took a bit of figuring out but we managed successfully dispose of 3 items. Hope this helps.
We have £1.48 owing in .de and £0.13 in es. and as others have mentioned it doesn’t allow us to clear these payments.
