Amazon has enabled a dashboard in Seller Central to allow you to declare the EU Responsible Person for your brand, ASINs or listings for the requirements of the new Market Surveillance Regulation (EU) 2019/1020, which came into effect in July, 2021. The following information aims to help you complete your declaration successfully and ensure you avoid that your listings or ASINs are blocked from sale in FBA.

For the requirements and options available to you to obtain a Responsible Person for your products, go to Responsible Person requirement for CE-marked products. If you are a seller who does not represent a brand, we encourage you to reach out to your manufacturer or upstream supplier. This will ensure that they are aware of their requirements and can provide you with necessary information to declare your Responsible Person in the dashboard.
We encourage you to complete your Responsible Person information in the dashboard as early as possible to ensure units you sent to Amazon fulfilment centres are compliant, and avoid any impact on your ASINs and FBA inventory.
Since January 2022, all newly created ASINs available via FBA, which are present in the dashboard and are missing Responsible Person information, are prevented from sale until this information is added. Additionally, Amazon co-operates with any external regulator’s request to remove products for which a Responsible Person cannot be identified or verified.
Any ASINs missing information in the dashboard will be considered non-compliant and you will not be permitted to sell these until a Responsible Person is provided. Associated FBA inventory in any EU fulfilment centre will be moved to Unsellable. These ASINs will be quarantined for 30 days and then enter the FBA inventory removal process. Once you have updated the dashboard, your ASINs will be available for sale and can be shipped to an Amazon fulfilment centre, within 48 hours. All associated inventory will also be available for sale. If you have added all of the relevant information and are still experiencing issues, contact us.
If you believe your products are not subject to these regulations, you can use the Appeal option in the Actions drop-down menu for your ASINs in the dashboard. You can also select multiple ASINs and appeal by selecting Action selected products. Once you submit, the status of the appeal will update in the dashboard within 48 hours.
Contact us if you believe that some of your CE-marked ASINs are missing from the dashboard and provide us the brand name and a list of impacted ASINs.
The Responsible Person dashboard is accessible to all sellers offering products via FBA, based outside of the EU, and offering CE-marked products in the EU.
You can access the dashboard here. As the UK has formally left the EU, UK-based sellers wishing to sell into the EU will need to obtain a Responsible Person.
If you are a seller who is accessing the dashboard for the first time, ensure you review the information on this page carefully and take relevant actions.
Brands or sellers identified as being located within the EU will not be able to access this dashboard.
The new Market Surveillance Regulation requires that there be an EU-based Responsible Person for CE-marked products. All CE marked products are covered by this rule except for medical devices, explosives for civil uses, and certain lifts and cableway installations. The dashboard allows sellers based outside of the EU to declare their EU Responsible Person to Amazon.
In the dashboard, you will see a section with the brands or ASINs you represent. The dashboard will guide you through the process of uploading your Responsible Person information, outlining the required fields for completion.
The dashboard allows you to provide the name of the entity acting as your Responsible Person and its contact details.
You can provide this information for your entire brand or for specific ASINs. You will be requested to specify whether your Responsible Person covers all batches of the product regardless of distribution channel (Universal) or just certain specific product batches or certain distribution channels (Specific). In the dashboard, you will see 2 sections. In addition to the section summarizing the brands you represent, you will see a section to complete Responsible Person information for CE-marked ASINs of Brands you do not represent. We encourage you to review this section and ensure Responsible Person information is added for each ASIN you sell.

The dashboard lists the CE-marked ASINs you sell. We encourage you to review them and ensure there is a Responsible Person for each ASIN.

When you declare a Responsible Person for your brand, the Responsible Person information you fill in will be assigned to all ASINs associated with your brand.
When you declare a Responsible Person for an ASIN, the Responsible Person information you fill in will be specific to that ASIN.
Sellers who do not represent brands or are not brand owners will not be able to view these options and can only assign a Responsible Person for their specific units.
While entering your Responsible Person information on the dashboard, you are required to select either a “Universal” or “Specific” Responsible Person. A universal Responsible Person covers all batches of the same product, regardless of the distribution channel. An example of a universal Responsible Person is the brand itself or an authorized representative appointed by the brand, whose information is added to all batches.
A specific Responsible Person covers only certain product batches sold through a specific distribution channel. An example of a specific Responsible Person could be an importer who is the Responsible Person for only the products it imports on behalf of a brand.
If you do not represent brands or are not a brand owner, you will not be able to view these options and can only assign a Responsible Person for your specific units.
If you have reviewed your ASINs in the dashboard and the Responsible Person information is present, and you can confirm it is correct for the brand or ASIN in question, you do not need to take any further action.
If you believe the brand information is not correct, contact your manufacturer or upstream supplier to confirm the correct information.
If you would like to assign a separate Responsible Person for your units, follow the steps in the dashboard to guide you through the process of uploading your Responsible Person information.
You can edit your Responsible Person information at the brand or ASIN level within the dashboard at any time.
If you have not already done so, we recommend that you register your brand in Amazon Brand Registry to take advantage of the functionalities we offer to brand owners. If you do not want to register your brand, you can declare a Responsible Person for your individual ASINs in the dashboard or subscribe to the Amazon Responsible Person service.
