Amazon not accepting pet supplement applications to sell

We're a new brand for pet supplements and just created our listing. We are brand registered. However, our offer was removed with Amazon stating that we need to request selling approval for compliance. When we try to to request for approval, we're notified that Amazon is not accepting applications to sell.
Is there any other way to seek approval to sell pet supplements? We'd be eager to submit requirements needed for approval. Other discussions mentioned here that they have seen successful escalations for brands who are Brand Registered. Any guidance would be greatly appreciated.

If you list your product and believe it has been misclassified within a certain category or sub-category that requires approval, please contact Selling Partner Support with evidence, such as product pictures, to support this claim. Amazon will review your claim and make a final determination that will ensure the best shopping experience for our customers….”
