Shipping templates not available

Im trying to set up shipping templates but only available option i have under shipping settings is default shipping address. there are no tabs where i can set up the shipping templates.
In result my auctions have only local shipping method available set up by default and with default shipping cost.
How to fix this?

Shipping templates are not available on the individual selling plan
