Do I need to register to IOSS?

I never sell to EU countries, but I have received an order from Belgium, for a book.
Do I need to register for IOSS? A private courier has requested the IOSS number, online.
Can I just ship it with Royal Mail International, fill a customs declaration and let the customer pay for it?

How is it you received a sale to Belgium, if that’s the case?

Do you have international availability switched on in your in your postal settings or templates (if you have any)?
