My questions has to do with situations when an international customer takes the risk and purchases from a US-based Amazon seller, and uses a forwarding company.
Is the Amazon seller liable to cover external return shipping fee's incurred by customs or forwarding companies when the international customer returns a faulty item?

If an international buyer orders from the dot com site and uses a forwarder, then in the case of return the buyer is responsible for paying the international return shipping.
Seller only need offer return label from the domestic address used on the order.
That has always been the policy -- unless something has changed. I don't find any Help in Help.
