We're having the same issue, not impacting 100% of orders though.
No spinning wheel but I am only getting "Amazon Shipping" options with a friendly statement that it needs onboarding.
Yes, we're the same! Not giving us the option to buy shipping on either individual or bulk. Went funny last night when we were trying to arrange a shipment for FBA. Got right to end but wouldn't print labels, kept jumping as though they'd been shipped and clicking on shipment ID sent us to error. Page not found.

It was the same for me this morning, I just refreshed the page then they changed to custom parcel, I just clicked on large letter, which is what they were, for each then it worked. No issues this afternoon.
