I want to discard inventory available in amazon warehouse but they keep sending at address given under shipping return, My account is deactivated due to non-payment because amazon is charging me storage fees. I create a case requesting amazon to dispose off all items but they have been sending it to address provided for return items.
How can I resolve this issue?

I don't do FBA but believe that in the settings you can change your return address and/or set the items to be destroyed. However you'll still be charged storage fees up until the point of removal or destruction (either way you're going to be charged so maybe its better to get the items back so you can sell them elsewhere?). To resolve it you will need to pay Amazon the fees you agreed to when signing up to FBA until all items have either been returned or destroyed.

does it let you create removal orders? if so click dispose, if not then you'll have to pay up and get the account back. Remember you're also being charged for every return back to you
