It's the license issued by your municipality where your business is located that confirms that you are properly zoned and able to conduct business at your address.

The exact term may depend on where you are located. If you are outside the US, there may be different terms.
But basically, it's a document, usually with some sort of registration or ID number associated with it, issued by some level of government, that shows that you are legally running a business, and entitled to the benefits of such (often meaning buying without paying sales tax).
Note that in some places within the US, you need a Tax License from your state, and may still need a business license from your county or municipality.
