Why can't some of my promotions be viewed or edited from Manage My Promotions panel?
I get the message "this promotion cannot be accessed through this page".
How can i view the detail or edit this promos?

Can you tell me more about this promotion? Based on the name of it, it looks like it might be a social media promo code.
I would also suggesting reaching out to Seller Support directly on this issue and providing this screenshot. They will likely be able to troubleshoot this a bit deeper.

Clearly, there is a BUG with Amazon's systems. This happened back in October, 2023, when they first switched to the new-style (180-day max) promotions, and forgot to grandfather in old ones.
I contacted Amazon back then and they fixed the issue within a few days. I just created another case, we'll see if this one is also resolved promptly.
What a mess in the meantime! In my case, it's 9 out of 10 promotions not showing, only those created in 2021 or later are unaffected by the bug, and 9 of mine are older than that. (You only have 3 that are old enough to be affected.)
