I have a problem with my market in the USA

Since I created the account in Amazon seller, I have not been able to activate my USA account, I contacted Amazon to see what was happening with my account, and they tell me that my account was not yet verified and the address to verify it again, but I have already verified it countless times and the market in the USA is still inactive, it should be noted that I have other markets such as Canada and Mexico, and the only market that is active for me is Mexico, I have no interest at the moment in selling in another market other than the USA to be honest, and I have contacted Amazon dozens of times and it has not given me an optimal response to the problem since it persists the same, they tell me that my account is verified but it still tells me that my market in the USA is inactive, so I put my payment method again and it only charges me as proof of whether the card is valid, in the Mexican market, it does not show me as a charge from the USA market what could it be? could it be my card and that is why I have these failures?
