I am sorry if this has been asked 100 times, but all the forums I am looking at the comments and replies are locked. My office products have been suspended on Amazon and I have to answer the following questions:
-- What are the root causes that led to a lower than expected Valid Tracking Rate?
-- What actions have you taken to resolve the lower than expected Valid Tracking Rate?
-- What steps have you taken to prevent a lower than expected Valid Tracking Rate going forward?
Last year they told me to use stamps/franking and so I have been, but now the VTR has crashed again. What is the best way to send cards on Amazon without it affecting my VTR

In March they changed the policy to make Stamps/Franking invalid for VTR. If you are sending using Stamps or Franking (or any completely untracked Royal Mail service), you have to start buying your postage through Amazon Buy Shipping.
If you are sending Large Letters or Parcels, you still have options, but it depends on how you're shipping and how you're entering the tracking details.
What types of mail are you sending, and using what services?
Once you've figured out what you need to do to be compliant going forward, the root cause will be to the effect of:
'Failed to keep up to date on VTR regulation changes, and as such were posting and recording posting in a way that did not meet VTR requirements.'

Stamps/franking is no longer acceptable, and hasn't been for many months now - how did you miss that ?
If you are sending 'Letter' size mail (you mention cards) then you MUST use Amazon Buy Shipping to purchase your shipping labels.
You can use any other carrier for other items as long as you confirm shipment correctly to be either valid or exempt for VTR, but stamps/franking is a no-no now.

Stamps/franking has been invalid for VTR for many months now - do not use it - you need the Tracking Number from a Post Office Proof of posting entered in the Tracking Number field (no hypens or spaces) to be valid for VTR
Even if there is no final scan, if the Tracking Number you entered is valid, Amazon will validate the consignement
BUT if your item postage is under 100g (or going to e.g. Jersey) you need to use Amazon Buy Shipping - however Amazon Buy Shipping item sare excluded from the VTR calculation so you will get a low VTR until it reaches N/A (not appliccable)
You can send everything via Amazon Buy Shipping and a tracking number will be input for you automatically
I can't advisein detail about your appeal, but would suggest thatnot sending via Stamps/Franking and sending everything via Amazon Buy Shipping is the way to go
