Tax and Regulatory Fee on Amazon Ads
Amazon is charging me Tax and Regulatory Fee on my Advertisement Invoices through Amazon, i see a credit balance on my Account over the past few years is this Refundable and is there a way of avoiding it or claim an exemption I am a small Business and have no profits so far.
Is Amazon supposed to refund this as on the Tax column under payments and Expenses it shows a negative balance

Amazon bills for taxes and regulatory fees based on the laws set regarding them. Amazon does not set the rate, and only complies with the tax laws.
