To qualify, am I right is saying: You HAVE to be VAT registered at least in 1 EU country.
And HAVE stock at least in 1 EU country?

if you are a uk seller you will not need to be vat registered in the uk or eu to participate at least that is my understanding i am happy to be corrected
you will need eu accounts but will not need stock stored in the eu that would be pan european fba selling which you would need to be vat registered in the eu with efn your stock is stored in uk and amazon would deliver cross borders
