Are Sellers being stopped from adding listings due to compulsory irrelevant attributes?

I am trying to change to FBA and have been trying to add a new listing. I have filled in everything I can, jumped through and over all the raft of rules and regulations that Amazon put in my way. Images correct size, type, specification. Descriptions improved as best I can. And now I get to the point where there are certain, totally irrelevant attributes which seem to be compulsory. I sell products in Pet Supplies but cannot put the new listing up because I haven't filled in information about Power Plugs or Voltage frequencies. Marking these attributes as irrelevant makes no difference. Is there a work-around to get rid of these?
