Because the address they use works for non-USPS carriers. If you live in an apt complex, you need to add your apt number.

NSA | NSN - all of these can be avoided, if Amazon is truely accepting (ship to billing addresses only via CSV). Its obvious thay are not. USPS billing and shipping addresses, should be the same. The bank instution has this info. Sadly, (the truth is) Amazon has the worst Address Verification in all of eCommerce, and we have to correct addresses daily, its a huge waste of time we are getting rated on too. It still doesn't matter, because some items still come back, as NSA, Moved w No-Forwarding Address, or even worse Vacant. (Vacant is a scam) - these people who are ordering to a vacant location are sitting in a vehicle waiting for a UPS or Amazon driver to drop off (their loot) on the doorstep and once the delivery guy drives away.... FREE ITEMS! - and the seller is out the parts, and the funds. (no protection) :: The protection is with the Federal USPS Shipping Service, they either return it as a Vacant Location, or put item into a secure mailbox.
The bottom line is this. (In order to have a bank account and credit card - a person needs a valid mailing address) That mailing address is your billing address, and to be protected online, a buyers shipping and billing address need to be listed and usually the same. ( Amazon is not protecting buyers or sellers in this instance ).
USPS is a federal operation. (UPS, Fedex, Amazon shipping is not) - I have no sympthy for the attempted INR showing that the item was delivered with GPS Tracking, that we report to the postal inspectors.
