SPAPI Client Secret Key - Have "rotated" my secret key, new secret does not work but old one continues to work? Is there a delay before new rotated secret becomes active?

I have an SPAPI application which has been working fine.
Amazon informed me that I needed to "rotate" my secret key... so I did. I then updated my code to use the new client secret key (from the rotation) and have verified.
For some reason, the OLD secret key continues to work but the NEW key does not. (I kept the old secret key just in case).
* I have double checked all data is stored properly (and is exactly as in Amazon)
* I have cleared my access token -- when I do that the new secret fails with an error, but if I go back to my old secret it works.
This is very strange -- is there some kind of time delay before a rotated secret key becomes active?
