I am aware that this reply is very late, but I wanted to add my comment here also for other Sellers.
To become a Vendor, you have to be invited by Amazon to the program. It's not possible to apply on your own.

my account is restricted , I try to find the option for uploaded photo documents but I can’t find that option in seller center
