I have a lots of FBA pending orders more than 21 days, after check with seller assistance they told me that those orders are still pending payment from buyers. How can be happen in this way??? Anyone else encountered same situation?

According to the help page Pending Orders, orders remain Pending mainly because the buyer’s payment is still being verified, which can sometimes take up to 21 days.
For FBA, this can also happen if part of the order is out of stock or still being prepared for shipment. During this period, the order won’t show buyer details and should not be shipped.
If orders remain pending beyond 21 days, I recommend contacting Seller Support with the specific order IDs so they can investigate further.

I have sold through FBA couple of years and will share what I have noted. Since you have not given specifics of these order issues, I will work out a couple of scenarios.
If some of your orders are going through, you have nothing to worry about. Also if it is just two or three in pending state, it is ok. It is always buyer card expired or other payment issue. Many buyers get notified to update payment but there would be a delay in their taking actions.
It is also ok if you have just shipped the units to Amazon because your units may be in transfer or any other process that they go though.
If it is one specific unit that is in pending state for several buyers, then it is likely that they are researching the unit, again, it is not a problem, it is normal. You just need to be patient because if there is a problem, they would notify you.
However, if all your orders are pending and if you have not sold anything in 21 days, then it could be a case that there is a sticking issue with your account. Check your accounts health for any notifications and address them You may also need to reach out to seller support straight away and ask them to investigate asap, if there are not accounts health notifications.
In the meanwhile, you could go to the inventory section and check if you have any listings/units issues. If there are, then address them.
