I believe that eBooks and any other products with electronic delivery can’t be sold by 3rd party sellers.

KDP ebook advertising with sponsored products is currently only available on Amazon.com.
Not sure why it’s not available on other amazon sites.

This seems to be the best I can find. you need to be part of Vendor Central, Vendor Express or
Amazon Advantage. They are targetted at larger publishers rather than self-publishers…
I’m from the UK and I’ve done some research on this. The ads you refer to are placed via Amazon Marketing Services (AMS) UK, which is very different to its US cousin. You can access it via a Vendor Central, Vendor Express or Amazon Advantage account. But these accounts clearly aren’t designed or targeted at authors who use AMS ads on Amazon US (otherwise Amazon would be telling us about them).
Reading some of the Amazon info on these schemes, they are complex and seem to be aimed more at the big boys. For example, Amazon Advantage requires you to sign up to a 60% discount on your books. The Amazon info refers solely to printed books (with ISBN numbers) rather than e-books, so it seems you must have print versions available, before you could market an e-book. (The Amazon UK ads I’ve clicked have print and e-book versions available.)
When Amazon opens up AMS ads to indie authors who want to market their books in the UK, don’t worry - they will tell us about it. Until then, keep an eye on the forums for any news on when this might be.
