Currently Unavailable but item is Active with Inventory

I have 19 ACTIVE items with inventory on hand that say "Currently Unavailable" on the PDP. Why does Amazon think these items are out of stock and how can the error be fixed?

It's not saying "Currently Unavailable" but "This item cannot be shipped to your selected delivery location. Please choose a different delivery location."

Google for fiberglass restrictions in USA.
