VAT payments when posting to EU from UK

Hi - perhaps someone out there can provide an answer to this question?

I sell books on Amazon, and have my settings set to UK-only (Amazon fees, shipping costs and VAT payments make it uneconomical to sell elsewhere). However, occasionally orders from certain European countries still come in (particularly Ireland), which I always cancel. I am unsure on who pays the VAT on such orders when they are fulfilled - the buyer or the seller? Certainly when VAT on sales to EU countries first came in Amazon billed the Seller (one of the reasons why I stopped shipping out of the UK) rather than the Buyer. Is this still the case? Amazon themselves seem to be incapable of explaining the situation clearly.

Any help much appreciated.

In case of Ireland books are ZERO VAT like the UK The orders you get from EU (including Ireland) will have an IOSS Number which means

Amazon collect the tax from customer and pay the texman. How ever you must put the Amazon IOSS number on the outside of the parcel and send tracked.. The other options is in Shipping setting block all non UK shipments.

Also in case of ireland the buyers registered address may be in Northern ireland and delivery in the republic which is why you get some Irish orders if you made yourselves UK only Worth checking Amazon have not changed for you if put them back,
