I am doing Private Label and It's been 3 weeks that my stock is available for sale and listing is Active but still no featured offer available, can't run any PPC bcz of "Featured offer not available" and amazon seller support is not helping either.

Are you a new seller? You can't get Featured Offer until you have built up a sales history (which amazon isn't clear on). It used to be if you did FBA you would get the Featured Offer immediately - though as Amazon don't now take into account the Prime badge as to wether you get the Featured Offer - not sure if even FBA sellers have to wait until a sales history is built up.
What you can do though is promote off Amazon (say on Facebook for example). If you go to your seller details page (you can get to this via the Dispatched from and sold by...link on the ASIN page) and then click the Products tab click on a product here and this will generate a link that shows you as having the Featured Offer.

I am having a similar problem. My product is selling well on UK where I have a featured offer. Put it on FBA multiple marketplaces in Europe and get no buy box. I am guessing is Amazon sees me as a new seller on each European marketplace, but still trying to figure it out.

I will gladly look for you as well. Just be aware, eligibility does not always mean you win the Buy Box. However, I am happy to try.
