Amazon not showing my offer on a listing only the FBA offer

Only me and 1 other seller sell this gown. I am currently having a sale and selling them off at £12.50 and they have them at £16.
On the medium and large sizes we are both selling as FBM and I have the Buy Box as my price is cheaper.
However, on the small size, the other seller is using FBA and I am not listed at all! Only the FBA offer at £16 shows. There is not even a 'Other sellers' link to show my much cheaper offer.
This is Amazon manipulating listings and offers to prioritise FBA offers - to the detriment of customers who could be paying £3.50 less on the item.

Just had a reply from Support and as usual complete nonsense.
They not read a word of what I asked. Their reply:
Thank you for contacting us regarding Featured Offer for ASIN B08DRSBQN7.
Your offers are eligible to be the Featured Offer for this ASIN.
However, being eligible does not guarantee your offer will become the Featured Offer. Even if your listing is not featured in the Offer Display, your products can still be purchased through selecting "See All Buying Options" or "Other Sellers on Amazon." Selling Partner Support will not be able to provide any further information.
To find out if any of your items are eligible for the Featured Offer:
1. In Seller Central, go to your Manage Inventory page and then click Preferences.
2. Select Featured Offer (Buy Box) Eligible, and at the bottom of the page, click Save Changes.
The Featured Offer (Buy Box) Eligible column will display the status for each of your offers
I did not ask about not being Featured Offer - I asked about why my offer does not show up at all. There is no 'All buying options' or 'Other sellers' link on that page - only the FBA offer is shown.
As for the last part of the message about finding out if item is eligible for Featured Offer it makes no sense at all. There is no 'Preferences' option under Manage Inventory - at least not that I can see. And if you follow the links provided it also says something totally different!! Certainly nothing about 'Preferences' or a 'Featured Offer (Buy Box) Eligible column.
