I do not understand the “Refund outbound shipping”

There is a box to refund outbound shipping if you like, but the refund has already been made.
In some cases I do not want to refund the outbound shipping.

How can I prevent this being automaticly done?

Unless premium shipping was purchased you have to refund the outbound shipping by law
