Does anyone know if I can download the shipping service VAT invoice (monthly summary for amazon buy shipping) manually from seller central (can’t find it), or do I have to wait for amazon to email it to me?

Nice to hear that we are not alone …
You cannot download it but you can ask for it to be emailed again.
Seller Central -> Reports -> mark the needed invoices and scroll down to the bottom and press Send the selected invoices. You have not the option of selecting a new e-mail address, you will see the address at the top of the page.
It would be great with a download function or to be able to send to another email address.
The invoices from April are not there though …

Have you all received your invoices from Amazon yet? Our for Amazon.es is not issued, received from Amazon.it though.

I saw that our Spanish selling fee invoice was now available to be sent again to the email address. We never received it before.

I don’t think ‘buy shipping’ is included in the normal monthly amazon invoices. Amazon instead send a receipt for each ‘buy shipping’ transaction by email.
