Lost inventory
So I tried to create a shipment for 500 units but it would only let me create one for 504 units. I proceeded with this as I thought I could explain that the reason that 4 were missing was due to only ordering 500 units.
After selling out, Amazon raise a discrepancy with the amount of units received. They have only received 483 meaning 21 are missing according to the system. However as i only bought 500 units there is infact 17 missing. I raised a case through seller support but all they kept saying is that I must procuce an invoice for the 504 units that shows on my shipment plan. I said that I can't produce this invoice because I only bought 500 units. We kept going round in circles but basically I have to accept that 17 units have been lost and Amazon won't investigate further because they want an invoice for 504 units which doesn't exist!! Is there anything else I can do?

Difficult one as you have basically sent in something knowing it is not accurate.
You thought you could explain it afterwards but to be fair this has just caused more problems.
The probelm with Amazon is that they are black amd white, no rrom for grey areas so if they get something wrong, you have to prove its right. If there is a bit of something on both sides then you have to suck it up.
I would be grateful that they have put 483 through, it could have been far worse.
Sometimes these things do rectify themselves after time and if you were to send more units in, it is not unusual for a recount and then all the units are accounted for. However if the units have gone missing during dispatch how do you account for this. It maybe that the courier has lost the units or they have been removed. However if you haven't declared an accurate figure yourself at the offset then how do you expect them to make it right after the effect?
It's a learning exercise and every day is a school day, personally I would put this down to experience.
