Why is Amazon suggesting signature confirmation for a $19.94 book order?

Today we received a book order going to Wichita Kansas that Amazon suggests signature confirmation for. The order is for a $19.94 book. Why is Amazon recommending this? Is this a well known scammer to Amazon?

We also just had a customer return an item we have never sold. Amazon fully refunded them on the first scan. What can we do? Why can we do to protect ourselves against fraud? Do we have any recourse with Amazon?

According to Amazon's help page on signature confirmation, they use machine learning to flag orders that might be at risk of being reported as lost. While the price might seem low, they look at various factors beyond just the value - including product type and buyer history. The good news is that if you follow this recommendation and a buyer later reports the order as lost, Amazon will do additional checks before granting any claims.

Regarding the wrong item return:

I'm sorry you're dealing with this situation. Since Amazon has already issued the refund at first scan, you still have some options according to the "Handle special situations" section of the returns management help page. You can contact the buyer to clarify the situation, and importantly, you may be eligible to file a SAFE-T reimbursement claim. The help page specifically mentions this option for cases where "Amazon has already issued a refund" for wrong item returns.

The same help page also mentions that if you receive wrong items in the future, you can charge a 100% restocking fee while issuing the refund. This might help protect you against similar situations going forward.
