The term "Administrator" in English and Irish law is someone who winds up a business which has or about to cease trading or is simply insolvent.
You need to look up Insolvency Practioners and there quite a few. You need to have legal meeting to appoint them and report to Companies House their appointment.
If your trying to something else then you need to more clearer what you are trying to do.

Sorry, I don't know the requirements as Amazon's rules change with the wind.
It may be better to have a Turkish registered company and let Amazon manage your VAT. But I really don't know.
