Your VTR rate must stay at 95% or better. You can download a report that will tell you which shipment(s) are in violation. The Amazon bots seem to do rounds of strict enforcement of this. All you need to do is keep shipping with valid tracking numbers and the rate will come back up as you sell product. I had one today as well, I had put in an extra digit when confirming. So I'm down to 93%. I have been as low as 33% (long story) and not gotten deactivated, or even that warning. (My opinion only. Just double check your shipments in case something has gone totally wrong for you.)

This is a warning that VTR for a category of items is low, and amazon may suspend you from selling items in that category if the VTR does not improve. You are still allowed to sell in other categories where your VTR is still okay.
