vine reviewers not leaving reviews

has anyone had any problems with vine reviewers not leaving reviews? i signed up to have 2 of my products be allowed to be used on the program and its been 4 weeks and no reviews left on he product. is this allowed? are they not required to leave a review for a program that is set up to leave reviews? if so what is the purpose of that program ?
