Returned units that should be disposed of immediately

Hello,

Upon checking some of Amazon own policies I came across this:

I sell some Personal care products that include batteries. Most returns that arrive at Amazon Return Center are tagged as "customer damaged" yet they're not being disposed of and end up again on my inventory as unsellable.

What am I missing here?

Reimbursements should be done straight away as well, no idea why it takes more than a month in most cases.
