Customer Delivery Refusal - USA

I had a rather large order shipped to the USA (in the thousands of USD) that i spent several hundred pounds to ship there.

The customer has since refused delivery, but I can't contact them to get them to accept it or find out why - there is also nothing raised in terms of a case. I have asked them to attempt delivery again.

The carrier is offering to return the shipment to me (at a cost) but obviously, I would lose out on both the order value and shipment costs.

what is the best course of action here?

Did you pre-pay any duties, taxes, trumping welfare fund, etc? Making sure the customer would not have to pay anything to the carrier to receive the delivery.

Not wishing to add to your problem but do you blame them? Amazon customers are told that the price they see is the price they pay so it was up to you to ask UPS how to prepay or postpay the import duties.

One of the reasons I don't ship abroad and I don't care about the lost possible revenue.

I'm *assuming* this is the reason for refusal.
