I don't think Seller Help reads what you write, or care, for that matter.
A customer ordered a cosmetics product three weeks ago. Then he asked for a refund, saying "no longer needed."
Then, today, the same customer ordered the same thing.
But both his previous (refunded) order and this order showed as "subscribe as save" orders.
I suspected he just forgot to unsubscribe and would return yet again.
And who knows, he may keep forgetting and asking for a refund every few weeks.
I send a Seller Help a message, explaining this situation.
I asked what measure I or Amazon has if a customer keeps buying the same thing and asking the refund of the same product. I said, "surely, Amazon has a way to protect sellers from malicious or intentional buying and returning."
Answer I got from Seller help:
Instructions on how I, as the seller, can opt out of the subscribe and save program.
I am not sure the person at seller help read what I have written or not.
Or is there genuinely no way to protect sellers even if the same person keeps buying your product and keeps returning/refunding the product with a suspicious pattern?
Amazon should allow sellers to report malicious buyers and for sellers be able to refuse to sell to specific buyers.

I am very sorry you got an incorrect answer to your problem when you took that problem to seller support. Your suggestion that Amazon allow sellers to refuse to sell to specific buyers won't happen. Amazon's vision is to be customer-centric. We are aware that our position is something that does not sit well with some sellers. As far as reporting malicious buyers, you may do so by reporting the abuse using the link below.
