UPC codes are only required for the products you are selling.
Setting up as an amazon seller does not require a UPC code -- ID documents, bank account, credit card are some of things you need to get setup before you start selling.

Yes it is better you get a UPC code offically so that you can properly list your product!

Creating an account does not require a UPC.
