Block Buyer for repeatedly buying and returning FBA product, same ASIN.

I asked if I can block a buyer from purchasing our items because they repeatedly bought, and returned, the same ASIN... Support guided me to submit an Abuse Report. Minutes later, the Abuse Report responded that it isn't a violation.

CAN I BLOCK THE BUYER? I've still have NO ANSWER to my original question of what (can) be done about a buyer who does this (and I don't want to sell to buyer again or allow returns because they are abusing them, devaluing product, and MIGHT BE stealing too). It's an FBA product, so I haven't gotten the returns yet.
Can I block this buyer from being able to view/buy our items? How? If not, why?

We have one of those. Thanks to the forums, a mod was able to help. They stopped his first account. Then his second account. Now he is on his third account. If you block a buyer, they just open a new account.
I have been begging to block his zip code.
I created a spreadsheet and tracked his order IDs, status (pending, returned, cancelled), date, and the ASIN. I could show documented proof of his abuse. Of course, "report abuse" has no way to upload documentation, despite what seller support says, because all FBA sellers get is "other" on "report abuse" since FBA is supposed to be checking all returns. The block of wood customers and then us received says otherwise.
I also had to do a bin check on everything that customers were receiving as most were his returns. Go to your "voice of the customer" and check the ASINs he is returning. That will let you know right now if people are receiving junk. If they are, request a bin check for that ASIN with the order IDs, including his and the customer complaint ones, and see if you can get anything not your product pulled so it will not go to more customers.
If you see they are stealing your product, most likely it is being sold on eBay, and it was easy to find doing a seller search by zip code within 5 miles. There were all of our stolen goods. I also reported him to eBay. You can also file a complaint with the FTC for allowing stolen goods to be sold on their platform. But you need proof. So document everything, pictures and all, on every return and every complaint. The biggest thing is shutting down where they are going, because it is a lot harder to just make a new seller account than a buying one on Amazon.
With this new return fee, customers like this are going to bankrupt companies like us. I strongly believe that if FBA is not going to do their job checking returns, we need to be able to block zip codes or at least abusive buyers. We need SOME control. This 'good faith' thing is great but out the window in modern society.

Hi @Seller_HjfyVYcuJdbTf, I will review your cases. My advice in the meantime is to continue to collect all the evidence you have to support your abuse claim and you can submit another claim if needed.
