please can anyone tell me ? why amazon charged me £31 just opening seller account today thank you

You have signed up for the professional Selling PLAN (not to be confused with the professional Account).You may not have noticed at the time, but you did.

Get your account fully verified and then - so long as you haven't sold anything - at Amazon's discretion - you can ask for a refund.

In the meantime downgrade your account to the Individual selling PLAN on your home page. to stop next months subscription.

Read and study Amazon seller University section.

As above reply, It is £30 (£25 + VAT) - as soon as you click on the orange 'Sign Up' button you are charged the professional selling plan fee - read the small print under the button and it tells you !! The additional £1 will be to verify your bank account and it will not actually be taken.

There is no such thing as Professional ACCOUNT - if you plan to sell NEW goods purchased with the intent to sell for profit, you MUST have an Amazon BUSINESS Seller Account and be registered with HMRC as self-employed. If you only plan to sell off your own personal second-hand items (eg. books, CDs, DVDs)then you can have an Individual Seller account.

...and yes, read thoroughly Amazon's Seller University - there are lots of policies and metrics to keep when selling on Amazon - it is not simple.
