SAFE-T Claim Denial

We have a recent FBM Christmas-time order that buyer returned a completely damaged product. Amazon issued a full refund including outgoing shipping before the order is returned to our warehouse. We had to file a SAFE-T claim, but after some back-and-forth, our claim is still rejected. SAFE-T team wrote "The issue you reported is not covered by the Prepaid Returns for Seller Fulfilled Order program." But according to https://sellercentral.amazon.com/help/hub/reference/202175000, "As per Amazon’s returns policy, if the product is damaged by the buyer, you will be reimbursed up to 50% of the order sales price of the product." Is there a channel we can escalate this SAFE-T claim for further review? Happy to provide more pictures of the damaged item and picture showing the original condition of the product for further review.

Have you exhausted all appeals on this claim because that's the game they play where they keep rejecting to see how many times you'll come back. A penny here a dime here all designed to make you give up in frustration because they've created A thieving platform.
