NEED HELP NO IDEA WHAT TO DO ANYMORE, customer keeps buying only to extort us for refunds!

We have a customer who without fail reports an issue with EVERY single item they purchase from us demanding a refund then opening claims then leaving bad reviews and then buying more and repeating the same process over and over. We have communicated this to Amazon every way we can and nothing has been done.

What possible options do we have here?? If we cancel their orders it is bad for our metrics and they can still leave us negative feedback and they will still buy more!

at this point I am not sure if canceling the orders will really harm you more than what comes after. Amazon offers really no protection from this kind of abuse, it's really horrible. One would think that reporting the same buyer a 3rd or 4th time would automatically trigger that same bot that hunts down well meaning sellers...but no...

There is a way to report this, but I can't vouch for what good it would do.

The only solution to this to be honest is either deal with it or dont sell expensive stuff just sell items 15-45$

sellers should have a right to refuse service to anyone they've had trouble with before. That would be allowed if a seller had their own website or their own brick and mortar shop. Why should amazon be different? we have our own "store" on Amazon.

Edit the Listing and add Maximum Order Quantity "01" this way prevent to buy more than 1 on a 30-day period.

The only way might be to cut off that state in your shipping template settings. It's not ideal but depending on what state it might not hurt that bad. After awhile you could turn that state back on with hope that the customer has moved on to scamming someone else.

You can't even do this. You need to provide Standard Shipping to the entire 48 contiguous states. If you could 75% of sellers would cut off California immediately.

Yes you can charge shipping for only certain states inside a template, and I have done that

...until the "pricing policy / unfair price" warnings hit on my performance. Maybe I could have made the pricing more nuanced to avoid it somehow, but it wasn't worth the risk to the account.

But they REALLY SHOULD allow us to restrict sales of certain items to certain states on our own.

You could possibly pull the state out of the standard shipping template and then setup another just for that state.. charge of $50.
