While I am unfamiliar with the hard requirements you are seeing, it may be the case that the manufacturer tracks their inventory with Transparency barcodes to ensure authenticity. You can read more on this process here, along with this page on Serial number tracking for FBA shipments to buyers. To confirm, is your question here specific to providing the serial numbers after shipping the product to an Amazon warehouse, or after shipping directly to a customer?

The second page there does include a note on adding or removing the serial number tracking column in case that helps!
