FBA unfulfillable inventory is at risk of disposal

A while back I set my account to automatically return to sender and disabled disposal, a few days ago I got an email saying that my inventory is unfulfillable and it is at risk of disposal. I created removal orders for the items but I end up getting an error that says it is not available for removal. How do I fix this issue to avoid my inventory from getting disposed?
