Amazon Ad Campaign Fees

Can someone explain how the Amazon Ad Fees work? It appears I am being double charged. Lately my sales seem to pay for the ads and since my sales have dropped I am paying for the overflow.

Also, if I sign up for Helium 10 does that replace Amazon Ad Campaign?
