Unfortunately it means just that. Amazon is blocking new listings of either the product or within the product category. The only exception I can think of is if the brand adds you to their brand registry & gives you permissions to list/join an ASIN.

Thanks for posting here. Amazon requires approval to sell in many categories and in some instances restrictions and policies change. As the Amazon catalog grows, we continuously make new determinations on which products should be restricted, which is based on a number of factors. Amazon does this to ensure authenticity and customer satisfaction. These requirements may change in the future, and you can check which selling restrictions are applicable to your product by searching for it in 'Add a Product'. If we are accepting applications, you will see the Apply to sell option next to the product search results.

I would recommend monitoring the Categories and products that require approval and Overview of categories pages to check if the requirements for your category changes in the future.

Means take sales elsewhere! We have seen Amazon do this randomly over various products over the years and it was not brand specific more ice item specific as the items the did this to the prices were way higher than they should be so simply just be glad they want you to give revenue to another platform, do it because its their loss and the more they loose then they might take notice and make changes to fix BS issues like this but until they can no longer afford mega yachts it is what it is.

That is how fake brand registry works. You will not be able to list because amazon gave the brand claim to someone else. Start a new listing. If you can. We have been round and round with amazon no win.
