Why does Amazon FBA refund customers for "late delivery"

I sell grocery items. Nothing I sell is time sensitive, unless it is self imposed. Grocery items for ALL brands are non-returnable. So why would Amazon FBA refund a customer with the excuse of "delivered late by carrier"?

That doesn't matter. There is a promised delivery date, and it should be delivered by that date whether it's food or furniture.
