USPS Delayed Packages Due To Weather Issue

So for most of the month of January here by me in LA, starting with the crazy winds we had that caused devastating fire storms beginning January 8, my local post office has been marking the packages as delay due to weather exactly 15 minutes after dropping my packages off. They've even been marking them like these after the winds and fires settled down. The delay scan/notices finally stopped on January 30 from showing up on my tracking information pages. So from around January 8th through the 25th, most of my packages were being delayed by a day to get to the sort facility here. I have been dropping off packages as normally do same day order received be me by 3pm - 4pm my time (Even on Saturdays).

It is now reeking havoc on my OTDR. Is there any way to fight this? One of them the orders was for four items and it's counting as four points against me which is ridiculous way to calculate since it's one shipment (While VoC I had an order for a 100 items and because 1 was returned as defective it counted is a whole order defect and now I haven't sold any of that item since). I don't understand how something completely out of my hands has destroyed my BuyBox and visibility on Amazon. I already got destroyed thanks to holiday delays and so many of my listings have dropped like crazy in exposure and sales. The weekend before MLK day my OTDR finally normalized and they got rid of my estimated delivery extensions on the listings and I finally started to get some sales again and now because of this, it's showing again it's going to take a week for someone to get something in my own state, which is absolutely ridiculous. They have destroyed entire FBM businesses because of this OTDR metric.

I already have my shipping settings set for Economy 3-5 days for most of the country. Only within my own state I have it set for 2-3 days, then adjacent touching states as well as one state over from those at 2-4 days. Everything else after the rockies 3-5 days. All with 1 day handling too, but like I said, I drop off same anything that comes by 3pm - 4pm and even do Saturdays. Most of the delayed packages are from the Sunday before and on MLK day orders (Monday holidays always cause delays, which is already bad enough considering the packages that go out on a Monday always take longer compared to middle or later in the week).

Similar situation in St Louis with the big snow fall. The snow is long gone, but the severe weather exception is still being entered. Packages I mailed a week ago to addresses within a 50 mile radius are still undelivered.
