My experiance is that you only need a business license to do business in the issuing municipality. So if they dont have a physical store then they may not need a business license.

This is not accurate. Depending on the business entity the income could be "pass through". A dissolved business entity can still report taxes as well.
What do you mean "abnormal operations"?
Why are you so worried about getting these people in trouble?
I would recommend focusing your effort on controling your business, everything else is a distraction.
