Generally, no, you can't do this.
the question that comes to mind is "Why do you want to?"
If there are problems with your account, then those must be resolved before it can be closed. Any attempt to open another account, even with different documents, will eventually be linked to your account with problems, and will be deactivated.
If you have an account, consider that your "one per lifetime", which is the general rule. If there are problems, you need to address them. Amazon doesn't give Mulligans.

From what you have posted, I understand that you have a deactivated selling account and you are inquiring if you can close it and create a new one. When it comes to closing an account, it would have to be in good standing before you can successfully request closure. Sellers are allowed to maintain one selling account per region unless you have a valid business need to open a second account. All accounts must be in good standing, and if any of your accounts are deactivated, all of the accounts will be deactivated until the original issue has been resolved. You should have received a performance notification when the account was deactivated, this will have the reason why, and the next steps toward reactivating the account.
