EPR Pay on Behalf eco fees

Got an email this morning to say I am being charged this again for Amazon.fr, having already paid it for Amazon.es a few weeks back. I don't actually produce anything and recycle all my packaging. I am a reseller, so I don't have an "upstream supplier" to provide me with the UIN that they are asking for. I sell books and cds ony so do not think this charge should apply to me.

Anyone have any advice? For Germany I was able to obtain a LUCID number which seems to have protected me from this nonsense so far. How can I avoid a charge for France?
