Upon checking, I see that the account registration have successfully been completed. Also, you have received performance notifications regarding banking information and credit card update.

Please be assured that the registration process have successfully been completed and there seems to be no issues with your selling account.
When you enter a new card or update your information for an existing card, you may be asked to verify your card and with a security challenge. Amazon may also ask your financial institution to authorize a charge of up to $1.00; Amazon will not actually make the charge.
Depending on your financial institution, the authorization may or may not show up as a pending charge. The authorization should disappear from your credit card statement in 3-5 business days, subject to financial institution’s policies.
If your financial institution is unable to verify and authorize the card, we will contact you for new information. Remember that the invalid card is not necessarily the last one you updated.
If your credit card has expired or has been declined, we will prompt you to enter new credit card information before you can access your seller account.
When you enter your credit card number, double check the following:
The number you entered should match the number on your credit card.
The billing address you entered should match the billing address on your credit card statement.
The postal code should not have any spaces.
The card is still valid (has not crossed the card expiration date).
The card holder’s name you entered should match the card holder’s name on your credit card (in the Latin-script alphabet).
Check with your financial institution to confirm your credit card meets the following criteria:
Adequate credit available.
No limitations on internet or mail order charges.
Is not a “prepaid” card.
Chargeable in the currency of the Amazon marketplace(s) for which the card is being provided.
Hence, you would be able to add the listings once your credit card gets charged and verified.

I am sorry to hear that your Seller Account has been deactivated after registration. Amazon USA is now very strict when approving new sellers to be able to do business on their site.
I would also advise you to ensure that all the documents which you provided were correct and exactly matching the information entered in your account details.
However, since you already received the final denial response, it indicates that you failed the review and your account will remain closed unless you manage to find out what exactly was wrong with your submissions and resend it to Amazon again.
From the previous response which you received prior to the final reply, it sounds like Amazon completely rejected everything you submitted, this is not limited to the utility bill.
Please note that documents belonging to friends or family members and account information containing even the smallest misspelling errors will be rejected.
Also, one of the most common mistakes which sellers make is submitting screenshots. Photos of your actual documents in a paper form will work the best, according to my own experience.
Here are the complete requirements for verification documents on the Amazon USA marketplace which may help. All documents must:
- display the same information that matches info you use to register to sell on Amazon
- be clear and not blurry
- be in color
- be high-quality and unobstructed
- be scanned images, or a photo taken from your mobile device’s camera (no screenshots)
- display the full document (and front and back, if applicable)
- not be expired, revoked, or closed (if applicable)
- be in one of the following languages: Arabic, Chinese, English, French, German, Italian, Japanese, Portuguese, Spanish, or Turkish. If it is not in one of these languages, provide a copy of your passport and a notarized translation of your document in one of these languages.
- be less than 10MB in size
- be in one of these formats: *.png, *.tiff, *.tif, *.jpg, *.jpeg, and *.pdf. Do not include special characters in the file name (examples: $, &, or #)

Hello all,
I was hoping someone could help, i have registered with Amazon USA around 3 weeks ago after around 4 days of pending my seller account got deactivated they needed proof of address firstly i made a mistake of sending a bank statement as that is all i had, however upon realising that will not work I recently put one of my house water bills in my name and sent that off (screenshot shown below), the bill looks accurate to me and should not be an issue reinstating my account on that basis. Could it be something else?. below is the first email i got

I’m definitely missing something but just do not know what it is!
I must mention i am a UK seller with 2 UK accounts and the (debit card) used on this account when first signing up was in fact from my second UK account which was then charged and soon after my account got deactivated, they did mention a valid credit card a few times so i thought maybe i need to keep the cards same as my UK account but so far no luck any input would be great thanks all.
