Invoice Defect Rate 50% - not vat registered but uploaded in time

Hello, I am a UK Ltd company only selling within the UK but I am below the VAT threshold so I'm not VAT registered. My IDR is currently at 50% due to one order and I am expecting another violation warning any day, however, I have uploaded an invoice within 24hrs of being able to.

To explain: I had an FBA order come through as Pending (Awaiting Payment Verification) on 06/08/23 at 23:22 BST for 6 items. Amazon shipped 4 of the items on 07/08/23 and the remaining 2 items on 09/08/23 (I have emails sent from Amazon and this is also verified on the Transaction Report). The strange thing is that the order remained as Pending until 09/08/23 and only changed when the final 2 items were shipped. Only then did the "Upload Invoice" option appear and I uploaded the invoice well within the 24hrs of being able to. I have now had a policy violation warning for this order and when I contacted Amazon to appeal it they said that the order was shipped on 07/08/23 and that the invoice was uploaded more than 24hrs after this date. I have sent screenshots of the transactions reports from Amazon showing them the dates and times that the 6 items were shipped (4 items on the 7th and 2 items on the 9th) but I cannot prove that the order was showing as pending on my screen for 3 days.

I'm very worried as I have had another FBA order that came through on 16/08/23 but was pending for 2 days (I have screenshots of this!) and I uploaded the invoice as soon as the option to "Upload Invoice" was available. My worry is that, due to no fault of my own, our account may be suspended if they issue a policy violation warning for this 2nd order (or any future ones). I've tried to look through every report I can find to see if it will give me any details as to when the status changed from Pending but I can't find anything. Has anyone encountered this before?

I have looked into getting Amazon to do the invoicing automatically for me but looking at the below, I do not sell items which are exempt/not subject to VAT (point 2 below) which I took to mean things like selling children's shoes or safety boots which is zero rated. Have I interpreted this incorrectly? We sell 3D printed bathbomb moulds.

  2. You only sell goods that are exempt/not subject to VAT.

I believe you are able to sign up to this, as if you are not VAT registered, then your goods are not subject to VAT. I know many VAT exempt sellers do use the service without any issues.

Yes, you can sign up for Amazon to automatically provide receipts for sales to business customers. I am not VAT registered and I have. You need to declare your VAT exempt status. There used to be a link in the below notice, but it has now disappeared, so not sure where you will find the page ??!! Try the search bar on your homepage.

'Amazon generated invoices (recommended)

Amazon can generate VAT invoices or receipts on your behalf at no cost and make them available for customers to download. VAT registered sellers can activate the VAT Calculation Service and benefit from automated invoice generation. Sellers exempt from VAT registration in both the EU and the UK can declare their VAT exemption status and benefit from automated receipt generation'

Click on the settings cogwheel symbol and then tax settings. This is where you can declare your VAT exemption and get Amazon automatically generated invoices.
